We are robbed and may be forced to leave the UK before the end of next month

Yesterday we were robbed of a bag containing our sleeping bags, inflatable mattresses and other items we use to bed down. We had to spend the night in a cheap hotel, and it is not inconceivable that before the end of October we will have to leave the UK to seek political asylum in a Northern European country. As Declan explains in paragraphs 25-31 of this complaint he is updating for the UN, we have been experiencing an accommodation blockade through surveillance for over a year now:

On 14 March we were evicted from our previous flat because according to our then live-in landlady's ex-husband, Dr Nigel McKenzie, a consultant psychiatrist in Highgate Mental Health Centre, our flat was needed for somebody with a mental illness. MI5 whistleblower David Shayler also lived with human rights activist Belinda McKenzie in the same house for a couple of years until 2007. It is unfortunate Shayler then declared that he was the Messiah, became a squatter, and was subsequently ridiculed in the press for changing his name to Delores Kane. A New Statesman article dated 11 September 2006 featuring Shayler and Belinda gives no indication that Shayler believed he was the Messiah at that time; whilst a Daily Mail interview with Shayler explicitly shows he believed himself to be Jesus by June 2007.

The Esquire article below* is mentioned in a Guardian article dated 27 March 2012. It is an eye-opener, highlighting the monitoring and surveillance that Shayler had to live with back in 2000, and the contradictory briefings and slanders that were coming out of the British establishment and the media. The author, Dr Eamonn O'Neill, is a lecturer in journalism at Strathclyde University.

Salters' cleaners do their utmost to deprive us of sleep

On 16 September our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall was fenced off and we were forced to go to the front of the building. Since moving down, we have been graced in the early hours of every week-day morning with sleep deprivation by Salters' cleaners (see blog of 18 September Now it's sleep deprivation). Declan is updating his complaint to the UN to show that a month after eviction from our flat on 14 March we were forced back onto the streets, where the accommodation blockade against us continues - for instance, as Declan reveals in paragraph 31, Broadway Homelessness and Support, who are responsible for the rough sleepers in our area, is denying us support by not engaging with us. Paragraph 30, relating to sleep deprivation and hosings, reads:
On 16 September 2013, the applicant and his wife returned to their sleeping pitch to find that it had been fenced off. Accordingly, they have been forced to sleep at the front of the Salters’ building below street level, where they are subjected to two hours of sleep deprivation by cleaners in the early hours of every week-day morning, and hosings (see, for example, N4CM bog of 23 September 2013 “The Salters’ Company: Declan visits the police station following another hosing”). The Salters’ Company, one of the most respected champions of improvements in science education in the UK, in reply to an email the applicant sent to the Master of the Company Prof Sir John Holman from the University of York, stated on 24 May 2013: “[W]e are not in a position to take any action on your behalf and therefore please do not expect any further responses to any further communications from you. I wish you success in finding suitable accommodation in due course” (see Annex 24: City of London Police: Reply from the Salters’ Company, p. 59). The applicant and his wife are deeply concerned that one or both of them may have to sign off the applicant’s joint claim for Jobseeker’s Allowance due to sleep deprivation and hosings which may render the demands of any new jobseeker’s agreement by Department for Work and Pensions impossible to fulfil through no fault of their own.

Salters: 2 hours of sleep deprivation by cleaners despite criminal intelligence report


Prof Sir John Holman is current Master of Salters Hall. He is the former director of the National Science Learning Centre (the UK government's top post in science education) and senior education advisor for the Wellcome Trust.

It is not lost on us that we had to visit Bishopsgate Police Station this morning when it's the City of London Police who are enforcing the accommodation blockade against us. Salters turn a sprinkler on us


Prof Sir John Holman is current Master of Salters Hall. He is the former director of the National Science Learning Centre (the UK government's top post in science education) and senior education advisor for the Wellcome Trust.

As I have already explained, three days ago our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall was fenced off and we were forced to go to the front of the building (see blog of 17 September for a photo of a spectacular fence off that could see the Salters' Company prosecuted for not having a fire escape). Since moving, we have been graced in the early hours of every morning with sleep deprivation by Salters' cleaners (see previous blog for some photos). And now it looks like Salters have adjusted a sprinkler in their garden. I am concerned we are going to wake up one of these mornings soaked. I took this photo at exactly 6.17am (we get up at 5.45am):

This is their garden and it is rather strange that their sprinkler should reach past steps where there is no grass at all:

According to Salters, they are one of the country's most respected champions of improvements in science education and since we have a petition to the UN in support of stem cell research which has been signed by 29 Nobel laureates, among hundreds of other distinguished scientists from around the world, Declan wrote to the Master of the Salters' Company Prof Sir John Holman from the University of York to inform him that we are at the other end of an accommodation blockade through surveillance. A reply from the company on behalf of Prof Holman, dated 24 May, can be found here.

Salters have also been informed that we are doing our very best to get a roof over our heads, even though Broadway Homelessness and Support, whose responsibility we are, won't touch us with a forty-foot pole. For instance, Declan lodged an application with the High Court (Judicial Review) on 29 August against the Commissioner of Police for the City of London Adrian Leppard and Home Secretary Theresa May following Commissioner Leppard's written refusal to have the City of London Police ask Broadway to engage with us in relation to our welfare and access to the charity’s service for supporting clients to find alternative accommodation. We are still waiting to hear back from the Court.

Now it's sleep deprivation

Two days ago our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall was fenced off so we were forced to go to the front of the Salters' building (see the previous blog for a photo of a spectacular fence off that could see the Salters' Company prosecuted for not having a fire escape). Last night we were woken by street cleaners at 3.30am and 45 minutes later by two Salters' cleaners. One of them just spent his time dragging things around the yard above our heads while the other was busy with a hoover in the foyer - half the time with the door open! I took this photo at 5.00am:

The racket only came to an abrupt end as we got up as usual at 5.45am. At 5.50am even the lights were off, with presumably the cleaners off doing some proper cleaning work. (Declan lodged an application with the High Court on 29 August against the Commissioner of Police for the City of London Adrian Leppard and Home Secretary Theresa May, and I very much hope we will hear from the Court before we are turned into two zombies.)

Our sleeping pitch is fenced off

Last night at 9.00pm we arrived at our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall only to find that it had been fenced off. We don't know who did this, but the Salters' Company could now be prosecuted for not having a fire escape.

Declan's new complaint to the UN ready to be sent

In paragraph 30 of this complaint to the UN, Declan explains that we are living in well-founded fear of the police. He has had to amend paragraph 29 to include the police stop/search at 3.15am this morning (see previous blog). Not only were we threatened by a police officer with street cleaners for the second night running, but we were told that the next time we are stopped/searched we can expect to be asked to move on. That could well be tonight, so I am braced for an unlawful arrest and being charged with breaching the peace.

Our sleeping pitch vandalised for the third time

Last night I arrived at our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall only to find a sticky green liquid splashed all about it; on 29 July it was gallons of heavy duty deep cleaning product (a few days earlier two police officers from Bishopsgate Police Station threatened us with a hosing by street cleaners), and on 1 August diesel. On 14 August the tiny public garden around the corner from our sleeping pitch was vandalised, and two days later we were once again threatened by the police with a hosing by street cleaners. As Declan explains in the application he lodged with the High Court last Thursday against the Commissioner of Police for the City of London and Home Secretary, we have been the other end of an accommodation blockade through surveillance for over a year now (see previous blog City of London Police: Declan lodges proceedings with the High Court for a judicial review). Nonetheless, this is what I ran into last night, a half an hour before Declan arrived:

I tried to upload these photos in our usual Pret a Manger at London Bridge this morning, but shouldn't have bothered. If people knew about the misuse of the coercive power of the state, they would take to the streets.
