Barnsbury Jobcentre responds to Declan's pre-action letter by putting our health and safety at risk

Barnsbury Jobcentre says they have cancelled a third consecutive-day interview with Declan on Monday and re-arranged it for the both of us on Tuesday at 10.25am. Health and safety is a basic human right, and this re-arranged interview is therefore in breach of our human rights: we will have no time to go to the Manna Centre to wash (or shower if one of us gets really lucky), and have breakfast and a hot drink; of course, we won't make it back in time to have lunch either. Declan is seriously regretting not having waited a few days to send his complaint to the United Nations pursuant to Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights, which he sent last Wednesday before the first of what we were informed would be four consecutive days of interviews. (The fourth interview has now been pushed forward to Thursday but we will have to turn up on Monday at 10.25am anyway, just in case Declan is falsely accused of missing an appointment he has been notified of; so that will be two days without a breakfast, washroom or lunch.)

It would appear that this jobcentre has been tasked with either terminating our Jobseeker's Allowance or forcing one or both of us to sign off and for the sole reason that we are still standing: our first sleeping pitch was fenced off on 16 September (see this blog for photos); one of our bags containing our sleeping bags and other bedding down items was robbed on 29 September (fortunately we had enough money to replace most of our things); and we are subjected to anything up to two hours of an unmerciful racket by cleaners in the early hours of every week-day morning (see here, for example). This is not to mention that we have our bandwidth 'squeezed' no matter what public library we are in, and yesterday we came close to being told that we can no longer access public libraries in the London borough of Southwark (see previous blog)!

We have good reason to be concerned about this jobcentre. After another grilling of almost two hours yesterday - an hour before which Declan handed in a High Court pre-action letter following Thursday's interview (see the letter here) - the jobcentre again refused to stamp or witness this statement:

The manager of Barnsbury Jobcentre, Sandra Ademola, suspends our Jobseeker's Allowance

Barnsbury Jobcentre had stipulated that yesterday was our last day on the Department for Work and Pensions' Work Programme, delivered in our case by Reed in Partnership (of Reed), and that today we were going to be interviewed by one of their employment officers in the first of four consecutive days of interviews. According to Reed, we have been outstanding participants on the Work Programme and have always met and exceeded jobsearch targets. They recommended yesterday that Barnsbury Jobcentre give us help with housing and support to find a relevant course so we can quickly establish our own Church and State publishing imprint - we have first-rate help from America to accomplish this.

However, the manager of Barnsbury Jobcentre, Sandra Ademola, wasn't impressed at all, and is taking the necessary steps to have our Jobseeker's Allowance suspended with immediate effect for anything up to a month. The treatment we received from this government employee was so appalling I began taping the last two hours with my Samsung phone to offer it to the Department for Work and Pensions as evidence of behaviour amounting to a serious dereliction of duty. In this tape they will also hear that as soon as Ademola departs, the employment officer we are dealing with presents Declan with a new Jobseeker's Agreement to sign: This new agreement has so many holes in it that Declan asks for it to be referred to the Secretary of State for Work and Pensions for determination, but he is refused this referral and the interview is promptly terminated, in total violation of Welfare Law; namely, section 10(5) of the Jobseeker's Act 1995, which states that once a claimant requests that a proposed jobseeker's agreement be referred to the Secretary of State, the employment officer must carry out the referral.

It's a pity that Declan sent his complaint to the United Nations yesterday pursuant to Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights (see previous blog). But we could not have possibly imagined what we would run into in this jobcentre this morning. Hopefully, my tape recording will result in some sort of disciplinary action, and questions arising in respect of our Jobseeker's Allowance resolved in accordance with the law. Perhaps this is just wishful thinking on my part, but Declan will fight all-out to have this suspension of our benefits overturned. Formal complaint to the United Nations

Declan has just sent a complaint to the United Nations revealing that a month after eviction from our flat on 14 March we were forced onto the streets, where an accommodation blockade through surveillance that has been maintained against us for over a year shows no signs of abating. For instance, for over six months, Broadway Homelessness and Support, which has charitable responsibility for us as rough sleepers within its catchment area, have never spoken to us when we are bedded down, will not confirm or deny our verification as rough sleepers, and have yet to engage with us in relation to our welfare and access to their service for supporting clients to find alternative accommodation (paras 27, 28 and 31). This notwithstanding that we: (a) have been provided with the deposit on a flat and one months' rent up front by a benefactor in America, (b) have a perfect Housing Benefit track record, (c) have an immaculate credit report from the credit reporting agency Experian, and (d) have a wholly acceptable reference letter from our previous tenancy stating that we "kept the property in very good order, were quite and paid the rent on time".

We were evicted from our previous flat because according to our then live-in landlady's ex-husband, Dr Nigel McKenzie, a consultant psychiatrist in Highgate Mental Health Centre, our flat was needed for somebody with a mental illness (para 24). MI5 whistleblower David Shayler also lived with human rights activist Belinda McKenzie in the same house for a couple of years until 2007. It is unfortunate that Shayler declared that he was the Messiah in 2007, became a squatter, and was subsequently ridiculed in the press for changing his name to Delores Kane. A New Statesman article published in September 2006 featuring Shayler and Belinda gives no indication that Shayler believed he was the Messiah at that time; whilst a Daily Mail interview with Shayler explicitly shows he believed himself to be Jesus by June 2007 (para 7).


The Esquire article below* is mentioned in a Guardian article dated 27 March 2012. It is an eye-opener, highlighting the monitoring and surveillance that Shayler had to live with back in 2000, and the contradictory briefings and slanders that were coming out of the British establishment and the media. The author, Dr Eamonn O'Neill, is a lecturer in journalism at Strathclyde University.

No internet connection in Southwark Council's John Harvard Library while all around me surf without difficulty

Next week Barnsbury Jobcentre has lined us up for four days of interviews to take our jobseeker's allowance (see blog of 7 October), and now it seems that no internet is part of this scheme. In the UK there is so little going on that there is nowhere to go to counter this thuggery.

Salters' efforts to deprive us of sleep continues unabated

On 16 September our sleeping pitch on a derelict St Alphage Highwalk at the back of Salters' Hall was fenced off and we were forced to go to the front of the building. Since moving down, we have been graced in the early hours of every week-day morning with sleep deprivation by Salters' cleaners (see blog of 18 September Now it's sleep deprivation). Declan is updating his complaint to the UN to show that a month after eviction from our flat on 14 March we were forced back onto the streets, where the accommodation blockade against us continues - for instance, as Declan reveals in paragraph 27, Broadway Homelessness and Support, which has charitable responsibility for us as rough sleepers within its catchment area, is denying us support to access the private rented sector. Paragraph 30, relating to sleep deprivation and hosings, reads:
On 16 September 2013, the applicant and his wife returned to their sleeping pitch to find that it had been fenced off. Accordingly, they have been forced to sleep at the front of the Salters’ building below street level, where they are subjected to anything up to two hours of sleep deprivation by cleaners in the early hours of every week-day morning, and threatened with hosings that have already been applied (see N4CM blog of 23 September 2013, “The Salters’ Company: Declan visits the police station following another hosing”). The Salters’ Company, one of the most respected champions of improvements in science education in the UK, in reply to an email the applicant sent to the Master of the Company Prof Sir John Holman from the University of York, stated on 24 May 2013: “[W]e are not in a position to take any action on your behalf and therefore please do not expect any further responses to any further communications from you. I wish you success in finding suitable accommodation in due course” (see Annex 24: City of London Police: Reply from the Salters’ Company, p. 59). The applicant and his wife are deeply concerned that one or both of them may have to sign off the applicant’s joint claim for Jobseeker’s Allowance due to sleep deprivation and the threat or further application of hosings which may render the demands of any new jobseeker’s agreement by Department for Work and Pensions impossible to fulfil through no fault of their own.

On 14 March we were evicted from our previous flat because according to our then live-in landlady's ex-husband, Dr Nigel McKenzie, a consultant psychiatrist in Highgate Mental Health Centre, our flat was needed for somebody with a mental illness.
