12 October (10.31am): 164 internet cuts since 26 May 2017.* We had to suspend work on our Church and State website on 15 June after 4 internet cuts in one night. With an all-time record breaking 7 cuts in one day by 4pm on 29 August; 14 cuts last month that included on 5 September our latest 1/2 hour removal from the internet plus the almost total shutdown of our BT TV service; 1 cut this week; no cuts since midnight today (as of 12 October at 10.31am).

The Importance of Hugging

I have just published a sensational piece from the absolutely brilliant Howard Bloom on our Church and State website. (Howard mentions the piece in another superb article on Islamic censorship: "Muslim activists disliked the fact that the piece, 'The Importance of Hugging,' mentioned that it is taboo in many Muslim societies for a husband and a wife to hold hands, much less kiss, in public. The article cited scientific studies and research from an Arab sociologist indicating that this lack of physical affection may be one reason Islamic societies have a tendency to produce violence. The American Arab Anti-Discrimination Committee took exception to the very notion that Islamic violence exists, and picketed Omni’s offices for four days and nights.") Our brand new British Telecom TV set-top box still has no signal quality or signal strength - despite our perfectly functioning aerial and TV - but more importantly tonight Declan has finally got back our connection speed on his relatively new £600 laptop; see my previous blog post of 21 September: The attack on Declan's relatively new £600 laptop is unrelenting. These are Declan's internet speeds tonight (up from a download speed 0Mbps and upload speed 0Mbps three week ago):

UPDATE 12 October (10.36am): Declan's laptop is still holding up. But we are now waiting to hear from the Independent Police Complaints Commission concerning my appeal last month against the investigation by HM Revenue and Customs into my complaint about serious misconduct by HMRC staff; see my newer blog post yesterday, Independent Police Complaints Commission: My complaint to IPCC Chair Dame Anne Owers about the handling of my appeal against the HM Revenue and Customs investigation of serious misconduct (WITH UPDATE - DAY 1 12/10/2017). As explained in that blog post's update, it's not inconceivable that our case against HMRC will see the inside of a courtroom in the New Year.


Re: Investigatory Powers Tribunal

The Investigatory Powers Tribunal (IPT) dismissed Declan's complaint against the secret services on papers in less than three weeks, on 1 September 2011, stating that it was "obviously unsustainable". This is paragraph 11 of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

11. The IPT was created in October 2000 by the Regulation of Investigatory Powers Act and given the power to investigate any complaints against GCHQ, MI5 or MI6, as well as complaints about surveillance operations mounted by the police or any other public bodies. On 5 March 2014 the Guardian reported that the tribunal, which claims to be completely independent of the UK Government, is secretly operating from a base within the Home Office, by which it is funded. The newspaper found that the IPT had investigated about 1,500 complaints, and upheld only 10; five of these concerned members of one family who had all lodged complaints about surveillance by their local council. No complaint against any of the intelligence agencies had ever been upheld. The discovery that the IPT is lodged within a Whitehall department fuelled criticisms of the tribunal that had been levelled by rights groups, lawyers and complainants. The IPT's critics complain that the secrecy is excessive and that its procedures are stacked so heavily in favour of the government and against complainants that it is fundamentally unfair. According to the Guardian, some senior lawyers have described the IPT as "Kafkaesque", while one eminent barrister has dismissed it as "a kangaroo court". The newspaper also reports that as a consequence of the secrecy surrounding the tribunal and the perception that it is unfair, many would-be complainants spurn it.

Howard Bloom On Islam And The Mohammed Code

I have just published an interview with the absolutely brilliant Howard Bloom on our Church and State website. Only this morning I updated my blog post of 10 September, Declan's £600 laptop is rendered entirely useless. Less than 48 hours ago, we had to write off our new British Telecom TV set-top box (WITH UPDATE 21/9/2017). On 10 September Declan's £600 laptop (eight months old) had a download speed 0Mbps and upload speed 0Mbps. This is what he has been getting tonight on the same computer:



These are the internet speeds we are accustomed to getting across four laptops (currently reduced to three):



British Telecom is one of the world's leading communications services companies. We have a perfectly functioning aerial and TV; nonetheless, it only took 24 hours for our brand new BT TV set-top box to go the way of the old one - with no signal quality or signal strength. We've already written it off as a waste of our time and money.



UPDATE 27 September (8.36am): No great change to the internet speed on Declan's relatively new £600 laptop, which still serves as his back-up computer. Our BT TV set-top box has no signal quality or signal strength, to boot.

Facebook's 23rd block against our Church and State website since 1 December 2015 (WITH UPDATE 28/9/2017)





Her Majesty's Revenue and Customs (HMRC) still have not recorded my complaint about serious misconduct by HMRC staff involving criminal or near criminal behaviour; see my previous blog post of 14 September, Independent Police Complaints Commission confirm that they did not pass details of my complaint against HM Revenue and Customs to the HMRC's Professional Standards Department on 12 August 2017 (WITH UPDATE 19/9/2017). I not only complained about HMRC Pay As You Earn and Self Assessment updating my address on 11 July without my permission (and the detrimental effect this may have on Declan and myself in terms of the possible suspension of our Housing Benefit), but also their subsequent closure of my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept. Now Facebook have for the sixth time stopped me from posting to groups without first passing through a time-consuming security check for every post I wish to make (called by Facebook a "block"). This records as Facebook's 23rd block against our Church and State website since 1 December 2015. My appeal reads:

Dear Facebook,

I wish to appeal your decision this afternoon to stop me from posting to groups without first passing through a time-consuming security check for every post I wish to make (called by Facebook a "block"), and this for an undisclosed period of time and without any stated reason. Please see the screenshot attached. Before this block, I had hardly posted to groups at all today; and yesterday, as always, I only posted to groups that are specific to an article's subject and that I am well familiar with.

On 20 January 2017, I made a video of this security check; it can be viewed at https://youtu.be/smmDAM8M0-w. In the video I am trying to post Prof. Paul Cliteur's New York Times article "Terror Has Already Led to Self-Restraint" to the closed group Sam Harris & The Future of Reason, of which I am a member. Prof. Cliteur is Professor of Jurisprudence, Leiden University, The Netherlands and is one of that country's leading public intellectuals. He is also one of our listed Authors.

Please note that I only ever post to relevant groups articles that I have already published on our Church and State website. Nonetheless, when it comes to posting to Facebook pages and/or groups, Facebook's block this afternoon records as the 23rd such block since 1 December 2015.

Facebook has responded to only three of my previous 22 appeals, citing "technical problems" in each instance. Don Collins, President of the Washington DC-based International Services Assistance Fund, writes: "Surely after multiple postings [Facebook] must know your content is neither lewd nor extreme."

Please note that we currently have an international list of 127 Honorary Associates, including two Nobel Prize winners. Since Facebook's 16th block last October, 97 distinguished academics and other intellectuals have given us permission to add their names to the list.

2 October 2016: Complaint to Facebook Chairman, Chief Executive and Co-Founder Mark Zuckerberg on day 4 of Facebook's 14th block since 1 December 2015

Draft paragraph 42 of Declan's next updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

42. On 13 August 2011, then Home Office Minister Lynne Featherstone wrote to Facebook on the Applicant's behalf, asking that they explain why the Applicant's wife had been barred. The bar was subsequently lifted; however, since 1 December 2015, Facebook have blocked the Applicant's wife from posting to a pages and/or groups on 23 separate occasions, and up to six days at a time (each of these blocks is well accounted for in the N4CM blog). On 22 December 2015, Labour's Lyn Brown, then Shadow Home Office Minister and now Shadow Home Secretary, made an enquiry on the Applicant's behalf to Facebook UK Managing Director Steve Hatch asking if he could offer an explanation as to the terms and conditions the Applicant's wife was alleged to have broken twice previously. To the best of the Applicant's knowledge, Mr Hatch did not respond to this letter. The Applicant's wife only ever posts to groups that are specific to an article's subject and that she is well familiar with, and she only ever posts articles that she has already published on the Church and State website. Facebook have responded to only three of the Applicant's wife's 23 appeals since 1 December 2015, citing "technical problems" in each instance.

The second article above has been liked/shared by Facebook users over 70,000 times. Neither article is spam.

On 5 April I reported that the page listing all the groups I belong to was not working. With this rectified, I reported on 10 April that I couldn't schedule posts on my page. Then I reported on 12 April that my scheduled posts were not posting. On 6 June I reported that there was no fault with an excerpt from a book by Dr Pascal Bruckner, one of France's leading public intellectuals (a 16-day block). On 24 July I reported that there was no fault with an excerpt from a book by Prof Paul Cliteur, one of the Netherlands' leading public intellectuals (an 18-day block).

On 10 August, Facebook replied: "We reviewed your [Prof Cliteur] post again and found it does follow our Community Standards. The post is being restored to Facebook. Thanks for your patience, and we apologize for any inconvenience."

This afternoon the Independent Police Complaints Commission (IPCC) provided Her Majesty's Revenue and Customs (HMRC) with their latest deadline - the third to date in a series that started last month - to record my complaint against HMRC for serious misconduct by HMRC staff involving criminal or near criminal behaviour. On 12 August I not only complained to the IPCC about HMRC Pay As You Earn and Self Assessment updating my address on 11 July without my permission (and the detrimental effect this may have on Declan and myself in terms of the possible suspension of our Housing Benefit), but also their subsequent closure of my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept; see my blog post of 26 August, Is this letter from Her Majesty's Revenue and Customs so outrageous that it has now put this entire N4CM blog at risk? (WITH DOUBLE UPDATE 30/8/2017). From our point of view, HMRC's first 15-working day deadline commenced when the IPCC acknowledged my complaint on 12 August, stating that it had been sent to HMRC (even though it had not). I sent my completed IPCC complaint form to HMRC's Professional Standards Department (PSD) on 24 August. So HMRC's second deadline is due to expire by close of business today, except that the IPCC has this afternoon extended it further by requesting my consent to pass the matter to the PSD! This is my unacknowledged complaint last month to IPCC CEO Lesley Longstone about the then alleged non-referral of my complaint against HMRC by the IPCC on 12 August:

On 23 August 2017, HMRC Internal Governance and Civil Investigations told me that they never received my IPCC complaint form. Please could you tell me the reason why.

On 24 August 2017, I sent the word version of my completed IPCC complaint form to HMRC Internal Governance and Civil Investigations (at referrals.ig@hmrc.gsi.gov.uk). HMRC Ministerial Correspondence Team have acknowledged receipt of my correspondence.

We are well familiar with the IPCC. For example, Declan complained to the IPCC about the police investigation into the removal of our flat door in 2012. It was the IPCC's finding on that occasion that since our then landlady had subsequently signed an undertaking to the County Court promising not to harass us, there was no requirement for the Metropolitan Police Service to take further action.
Re: Removal of our flat door

Paragraph 23(ii) of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

23(ii) On 21 August 2012, Ms McKenzie signed an undertaking to the County Court promising not to harass the Applicant and his wife following her builder's removal of the door to their flat (see Annex 9, p. 31). The Independent Police Complaints Commission later upheld the Applicant's appeal against the police investigation of the incident "on information only", stating that "no further action is required by the force in this instance".



UPDATE 20 September (1.02am): Nothing from the HMRC's Professional Standards Department before or since the expiry of the above-mentioned second deadline on 14 September. It's not inconceivable that our case against HMRC will see the inside of a courtroom in the New Year. We received this email from the IPCC on 15 September (for some strange reason the terms "HMRC" and "police force" are used interchangeably; in fact, Declan was subsequently told by the advisor, it is staff in the HMRC's Professional Standards Department who must now record my complaint or explain why they refuse to do so):

21 September (8.33am): 162 internet cuts since 26 May 2017.* We had to suspend work on our Church and State website on 15 June after 4 internet cuts in one night. With an all-time record breaking 7 cuts in one day by 4pm on 29 August; 58 cuts last month; 13 cuts two weeks ago that included on 5 September our latest 1/2 hour removal from the internet plus the almost total shutdown of our BT TV service; no cuts since midnight today (as of 21 September at 8.33am).

Her Majesty's Revenue and Customs (HMRC) still have not recorded my complaint about serious misconduct by HMRC staff involving criminal or near criminal behaviour; see my blog post of 26 August, Is this letter from Her Majesty's Revenue and Customs so outrageous that it has now put this entire N4CM blog at risk? (WITH DOUBLE UPDATE 30/8/2017). I not only complained about HMRC Pay As You Earn and Self Assessment updating my address on 11 July without my permission (and the detrimental effect this may have on Declan and myself in terms of the possible suspension of our Housing Benefit), but also their subsequent closure of my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept. Less than 48 hours ago, we wrote off a brand new British Telecom TV set-top box that we received by courier three days ago on Thursday evening; see my previous blog post of 5 September, British Telecom: Tonight Declan complains to BT about our latest 1/2 hour removal from the internet plus the almost total shutdown of our BT TV service (WITH UPDATE 8/9/2017). Now since last night Declan's £600 laptop (eight months old) has been rendered entirely useless. Our other three laptops have been and are working fine with the usual good internet speed for which we pay BT £65.53 per month. But this is the wipe-out internet speed Declan has been getting on his primary laptop since last night:

What's next? Declan's laptop has merely gone the way of our brand new BT TV set-top box since the day before yesterday:



UPDATE 21 September (8.38am): Declan's relatively new £600 laptop's internet speed fluctuates around download speed 9Mbps and upload speed 0Mbps; it currently serves as his back-up computer. Our BT TV set-top box has no signal quality or signal strength. And nothing from HM Revenue and Customs before or since the expiry of their second deadline on 14 September; see my blog post of 14 September, Independent Police Complaints Commission confirm that they did not pass details of my complaint against HM Revenue and Customs to the HMRC's Professional Standards Department on 12 August 2017 (WITH UPDATE 20/9/2017). It's not inconceivable that our case against HMRC will see the inside of a courtroom in the New Year.


Re: Investigatory Powers Tribunal

The Investigatory Powers Tribunal (IPT) dismissed Declan's complaint against the secret services on papers in less than three weeks, on 1 September 2011, stating that it was "obviously unsustainable". This is paragraph 11 of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

11. The IPT was created in October 2000 by the Regulation of Investigatory Powers Act and given the power to investigate any complaints against GCHQ, MI5 or MI6, as well as complaints about surveillance operations mounted by the police or any other public bodies. On 5 March 2014 the Guardian reported that the tribunal, which claims to be completely independent of the UK Government, is secretly operating from a base within the Home Office, by which it is funded. The newspaper found that the IPT had investigated about 1,500 complaints, and upheld only 10; five of these concerned members of one family who had all lodged complaints about surveillance by their local council. No complaint against any of the intelligence agencies had ever been upheld. The discovery that the IPT is lodged within a Whitehall department fuelled criticisms of the tribunal that had been levelled by rights groups, lawyers and complainants. The IPT's critics complain that the secrecy is excessive and that its procedures are stacked so heavily in favour of the government and against complainants that it is fundamentally unfair. According to the Guardian, some senior lawyers have described the IPT as "Kafkaesque", while one eminent barrister has dismissed it as "a kangaroo court". The newspaper also reports that as a consequence of the secrecy surrounding the tribunal and the perception that it is unfair, many would-be complainants spurn it.

British Telecom is one of the world's leading communications services companies. We pay BT £65.53 per month (£786.36 per year) for BT Infinity 2 fibre optic broadband. Nonetheless, tonight Declan has had to telephone BT Technical Helpdesk to complain about our latest 1/2 hour removal from the internet, plus the almost total shutdown of our BT TV service. Our internet connection was coincidentally restored within seconds of the call without the Helpdesk even having had a chance to do anything about it. As for their TV service, the Helpdesk didn't even try to fix our BT TV YouView box because our TV and aerial are working fine. Instead, they placed an order for a new TV set-top box. Declan copied British Telecom Chairman Sir Michael Rake into this complaint last June to BT's Executive Level Complaints (Consumer) about their account of what happened during an engineer's visit to replace a badly fitted BT master socket that was otherwise working fine:

Dear Ms Mackie,

This evening I spoke with an advisor in the Ombudsman Services: Communications. I have been told that I must request a second deadlock letter before writing to them because your deadlock letter below has instigated a new complaint.

I refer to your comment in which you state as follows: "An engineer attended on 7 June, but was unable to complete the necessary work. The engineer explained he was unable to repair the current master socket and offered to provide a new, securely fitted master socket on the same wall as the existing socket. But you advised you did not want this."

I do not accept your version of what happened during the engineer's visit on 7 June (hereinafter referred to as the "Complaint"). Firstly, your account is at variance with the attached ACR recording from my smartphone that informs you that the engineer only stated before leaving my home that the work needed to be carried out by my landlord Family Mosaic, not BT. I previously provided your colleague Miranda Bracey with this recording on 7 June.

Secondly, your account is at variance with the attached engineer note from 7 June, which states as follows: "This is a Fibre customer and will need a Fibre trained engineer to be allocated." Thirdly, as you have conceded below, it was a third engineer who visited my home on 12 June and securely fitted a brand new master socket to another location on the same wall. He also carried out a comprehensive line test and could not find a problem with my line.

I therefore hereby request a second deadlock letter that provides me with BT's full and final position on my Complaint and refers me to the ombudsman service.

UPDATE 8 September (5.47pm): Unbelievable! We received our new BT YouView box yesterday evening, but in less than 24 hours we are back to where we were this time yesterday with no signal quality or signal strength. Last night we were getting signal quality 94% and signal strength 100% and good picture. We have already written off this new TV set-top box as a waste of our time and money.

The second article above has been liked/shared by Facebook users over 70,000 times. Neither article is spam.

On 5 April I reported that the page listing all the groups I belong to was not working. With this rectified, I reported on 10 April that I couldn't schedule posts on my page. Then I reported on 12 April that my scheduled posts were not posting. On 6 June I reported that there was no fault with an excerpt from a book by Dr Pascal Bruckner, one of France's leading public intellectuals (a 16-day block). On 24 July I reported that there was no fault with an excerpt from a book by Prof Paul Cliteur, one of the Netherlands' leading public intellectuals (an 18-day block).

On 10 August, Facebook replied: "We reviewed your [Prof Cliteur] post again and found it does follow our Community Standards. The post is being restored to Facebook. Thanks for your patience, and we apologize for any inconvenience."

24 July 2017: Facebook remove a book excerpt from one of the Netherlands' leading public intellectuals (WITH UPDATE - DAY 18 10/8/2017)

DAY 79 UPDATE 22 November (8.21am): Still no withdrawal by Facebook of their 3rd spamming allegation against our Church and State website since 6 June 2017 (a 79-day block to date). We have absolutely no idea for how long this unprecedented block in terms of length will continue or what's next from Facebook; see my newer blog post of 29 October, Facebook's 24th block against our Church and State website since 1 December 2015 (WITH UPDATE 22/11/2017). We have also heard from the Independent Police Complaints Commission concerning my appeal of 23 September against what became an investigation by HMRC into my complaint about serious misconduct by HMRC staff; see my newer blog post of 27 October, Home Department: Complaint to the Home Secretary against the Independent Police Complaints Commission. My appeal against the HM Revenue and Customs investigation of serious misconduct is simply being ignored (WITH UPDATE 28/10/2017). As explained in that blog post's update, it's not inconceivable that our case against HMRC will see the inside of a courtroom in the New Year.
